The provider of transport services (i.e. priority, safety, security, completeness, etc.) ensures their quality mainly on the basis of the admissible level of costs that is proportionate to the expected profit. Over the last few years the main means of transport have demonstrated the excess of the cargo turnover increase in comparison with the transportation load: the fact shows the growth in the shipment distance that leads to a more intensive exploitation of vehicles, the increase in variable expenses and transportation time. All this reduces the efficiency of public production.
