The paper considers the provision of Russian Arctic and Sub-Arctic regions with fuel, energy, resource and technology. The authors assess the current state and perspectives of further formation of the most important elements of territorial infrastructure of the regions included in the Arctic zone of Russia. They explain the importance and the urgency of dealing with the issues of oil products supply that are of key importance for the implementation of the large-scale plans declared by the federal government and aimed at economic development of the Arctic resource base, accelerated industrial and socio-economic development of these territories, and ensuring national energy security. In this paper an attempt is made to explore additionally the aspect of formation of the transport-logistics infrastructure in regional subsystems of oil supply in the Russian Arctic. The authors define its impact on the cost of oil products supply and prices of fuel and energy resources in local markets of Arctic regions. This study widely uses well-known methods of quantitative and qualitative analysis, expert marketing assessment, makes a review of existing transport schemes, transport tariffs of domestic transport companies, prices of wholesale and retail sales of oil products of regional sales organizations. In addition to the available statistical information, a significant set of data for the research was provided by the materials of long-term programs for development of regional fuel and energy complexes of Russia’s constituent entities, reports on economic activities of oil companies, the competitive documentation on placing state and municipal orders for petroleum products, reference information of electronic trading platforms, publications in mass media and the Internet. According to the results of the research it has been established that the role of territorial oil supply subsystems in the formation of energy security of Russia’s Arctic territories is increasing. The deployment of new energy production facilities is projected, including high-tech and innovative sites, expanding the network of gasoline stations, a further increase in the volumes of deliveries of oil products (motor fuel) in the Arctic area. The paper is addressed to economists, specialists of regional and local administration, representatives of enterprises in the energy sector, as well as all to those who are interested in the research on the topic of fuel and energy issues in the area of the Russian North and the Arctic
