The article considers topical issues of regional models of household waste management, especially in terms of methodological justification of economic tools in this process. The author shows the importance of strengthening ecological safety by means of neutralizing the damage to natural environment caused by consumption waste. The paper analyzes regional features of organization of waste management in the housing and utilities services of Stavropol Krai; as a result, a model for solid waste management that includes the analytical and design blocks was developed. For the purposes of assessing the level of sufficiency of economic tools and minimizing the negative impact of consumer waste on regional environment, the tools were ranked using a system of criteria, followed by an assessment of the structural dynamics of changing the importance of economic tools in managing household waste in the short, medium and long term. The authors propose a matrix model for assessing the sustainability of the resource and production potential of specialized organizations within the housing and utilities services in the region, which showed the under-accounting of generated household waste in district centers, inefficiency of current environmental policy, underfunding of environmental programs and the need for urgent additional attention to the resort towns of Caucasian Mineral Waters. As a result, it is concluded that there is a pronounced tendency to reduce the efficiency of environmental costs and increase tariffs to neutralize the negative impact of waste. The results obtained in the course of economic and mathematical analysis and modeling are recommended to be used to substantiate the value of the tariffs depending on the specific formation of household waste, comparative evaluation of the effectiveness of their neutralization in different municipalities, the formation of target environmental indicators showing the current condition of nature in the region
