The relevance of the present study is due to the fact that with the growth of the index of physical volume of agricultural products and the reduction of imports of these products in the country, the opposite trend is observed in the Far Eastern Federal District. The goal of the study is to identify the impact of Russia’s accession to the World Trade Organization, the imposition of sanctions and counter-sanctions on the production and import of agricultural products in the Far Eastern Federal District, and to substantiate the conditions and main directions of successful development of import substitution in the region. The problems of import substitution are considered for the first time on the example of the largest federal district of the country. Statistical, comparative and analytical research methods were used. Russia’s accession to the World Trade Organization and the imposition of sanctions and counter-sanctions in the Far Eastern Federal District had a negative impact on agricultural production, did not have a significant impact on import substitution, but reduced the availability of food for the low-income population. In recent years, in the Far Eastern Federal District, alongside the unstable growth of crop production, there has been a decrease in the production of livestock products, especially meat and milk, not only in the northern but also in the southern territories of the District. At the same time, the volume of import of main products to the District, mainly from abroad, is not decreasing, but growing. The natural and climatic conditions of the District allow for successful import substitution for the main types of agricultural products (except grain). To do this, it is necessary to carry out sustainable financial activities of agricultural enterprises, to improve the organizational and economic mechanism at the federal and regional level with the use of tax, price and other levers that stimulate investment in the modernization of agricultural production, the development of rural areas and industrial, social and market infrastructure
