In the context of the Russian economy’s transition to the sixth industrial revolution, not only the scientific community, but also public authorities and the commercial sector began paying special attention to the innovation entrepreneurship development. This is due to the fact that the subjects of this type of entrepreneurial activity play a critical role in the stages of the innovation process. Particularly, in most economically developed countries, the function of transferring innovation solutions into the category of the final innovation product is entrusted to private innovation companies. Undoubtedly, the development of innovation entrepreneurship in Russia is one of the priorities, which is reflected in normative legal documents (strategies, programs, national projects, etc.). Nevertheless, the innovation entrepreneurship development in the regional context cannot be called homogeneous. It is worth noting that at the moment there is no full-fledged methodology which allows differentiating Russian regions by the level of the innovation entrepreneurship development. It could allow significantly optimizing the identification of problems and prospects for the development of this type of entrepreneurship by interpolating the features of innovation entrepreneurship in a particular region for a whole group of regions. The purpose of this work is to develop and then test such a methodology. The author’s methodology is based on the calculation of the integral index, obtained by summing the products of standardized and normalized indicators that characterize innovation entrepreneurship, on their weights, calculated using the principal component analysis (PCA). Approbation of the methodology on the constituent entities of the Russian Federation allowed identifying three groups of regions by the development level of innovation entrepreneurship. The methodology may be of interest to scientists (specialists) in the field of innovation economy, who are engaged in research in a similar problem area, as well as for representatives of regional authorities when elaborating measures aimed at innovation development of territories
