The development of the digital economy is one of the most significant global trends, greatly transforming various segments of the economy and spheres of life and requiring the introduction of new models of effective management. In 2017, Russia adopted basic documents (the Strategy for the Development of Information Society and the “Digital Economy of the Russian Federation” program) that define the prospects for the development of this area. The main efforts of the country’s leadership are focused on creating an ecosystem for the digital economy, creating the necessary and sufficient infrastructure conditions for the development and implementation of digital technologies, and determining the digital potential of the regions. At the same time, the problem of differentiating the level of readiness to implement and the potential to use the opportunities of the digital economy at the regional level is currently relevant. A particularly acute issue is the training and attraction of personnel in the field of information and communication technologies, which are becoming the most necessary resource to achieve the targets in this direction. It has become most evident in 2022, when the loss of qualified IT specialists exceeded the values of previous years. We propose an approach to assessing the digital potential of the country’s constituent entities in the field of IT training and recruitment based on open data of the Ministry of Science and Higher Education and the recruitment website “Rabota Rossii” using multidimensional statistical analysis methods. This approach will make it possible to see what potential opportunities the region has in terms of availability of the necessary specialists, and will help to identify weak points for subsequent adjustment of the policy in this direction
