Given the growing importance of treating intellectual inequality as a factor in the persistent spatial differentiation of socio-economic development across Russia’s regions, this work examines the need to devise a governance mechanism capable of reducing the risks of its deepening and of creating conditions for a region’s economic development. At present, this task is being addressed in a fragmented manner. The risks of intensifying intellectual inequality are not framed as a governance challenge in strategic planning documents, which undermines the effectiveness of the management measures applied. The aim of this study is to substantiate and develop an organizational-managerial mechanism for reducing intellectual inequality, designed to promote the economic development of the Perm Territory and to increase the technological complexity of its economy. It is established that this industrial region possesses the potential to improve its position in terms of capitalizing its intellectual labor capacities and their effective realization in the creation of intellectual goods and services. General scientific methods of analysis, synthesis, comparison, and statistical analysis were employed to achieve the stated aim. The proposed mechanism makes it possible both to diagnose interregional intellectual inequality and to assess the region’s standing and the factors that influence it. Such an assessment serves as the basis for designing differentiated measures that enhance the prospects for the Perm Territory to converge with the leading regions on indicators of intellectual labor. In future research, the proposed organizational-managerial mechanism is expected to be adapted for other constituent entities of the Russian Federation – not only those with an industrial type of economic development, but also predominantly agrarian and agrarian-industrial regions
