The article proposes a method to calculate the gross city product. It shows the results of its appraisal on the statistical materials of the municipality “The City of Vologda”. It reveals the problems that constrain the increase in the gross product of the regional center. The authors have defined the conditions and priorities of government and business activity, whose security and implementation will increase the size of gross domestic product. It is proved that the main conditions include the creation of jobs, increase in remuneration of labour, the improvement of investment climate and tax policy
