The article analyzes some problems of socio-economic development of the Arctic zone of Yakutia and proposes a number of critical measures in priority directions, such as necessity to implement the strategy of multipurpose development, grading of socio-economic objectives, application of the differentiated approach to natural resources development in the North, use of specific methods to form human capital and development of innovation projects on human adaptation in the North. Taking into account natural-climatic, socio-economic and medical-biological conditions of the Arctic, the article suggests dividing the Arctic by subareas and zoning groups. The authors attempt to justify inclusion of 13 municipalities of the Sakha (Yakutia) Republic into the RF Arctic zone is made. The article singles out current problems of industrial development of unique deposits of solid mineral resources in the Arctic; the authors propose the exploration activities and carry out the return on investment study of Tomtor deposit development; the article also formulates the proposal to construct a Tomtor mining and smelting enterprise
