Ensuring high quality of life is a high-priority task of the central and regional government. The quality of life of the population of the territory is assessed in order to define risk factors and to concentrate efforts of the authorities and society on the solution of vital problems. Measurement of the quality of life is especially relevant for regions of Russia owing to their uneven economic development. The article analyzes the strengths and weaknesses of social and economic development and quality of life of the Vologda Oblast population in comparison with the data on the Northwestern Federal District and the Russian Federation as a whole. The majority of indicators of quality of life in the region are below the national average level. In addition, during the period from 2012 to 2013 the situation has deteriorated, which was caused by export-dependent economy. The issue of diversification of the Oblast’s economy remains acute. Problematic factors are the low development of the territory and infrastructure, and also the insufficient development of small business. According to the results of research carried out by ISEDT RAS, such issues as inflation, low standard of living, low availability of housing, bad quality of infrastructure and housing and communal services remain urgent. Some improvement in the attitude of the population to the activity of the federal and regional authorities is observed in 2012–2013 at the beginning of V. Putin’s third presidency. At the same time, the changes are ambiguous in various social groups of the population. A considerable improvement in the situation and high assessments are noted first of all among the 20% of the wealthiest residents of the Oblast and the population of Cherepovets. The needy part of residents of Vologda Oblast districts and the city of Vologda point out mainly the absence of changes and give rather low assessments. As a rule, the concrete actions of the authorities on key issues of problem-solving are estimated less favorably, than their work in general. The article highlights the activities, seeking to enhance management efficiency and to improve the attitude of the population toward the activities of the federal and regional authorities
