Being an independent sector of the market economy, small entrepreneurship provides basic needs of the national economy. Currently, the development of small business is seen as an important mechanism of diversification of the economy at federal, regional and municipal levels. State support of small entrepreneurship aims at promoting sustainable development of existing enterprises. The experience of foreign countries and the Russian Federation tells about a large amount of options for evaluating the effectiveness of state support. Each of these methods solves a specific problem posed by the researcher. At the same time, the assessment of regulatory impact associated with the support for the subjects of small and medium-sized business is determined at the national level. However, the assessment is performed according to the criteria specified in the development programs and it cannot comprehensively reflect the current trends and the state of the economy of the region, in particular the studied sector of the economy. Therefore, there is no full description of socio-economic processes on the territory of the state entity and the results of effectiveness of the public administration activity are not evaluated. This article is devoted to the solution of this issue and contains a description of the process of the development and testing of optimal methods of assessment of state support efficiency of small entrepreneurship in the region. Applying of these methods allows one to estimate the results of state support of small business in the region in relation to public expenditure aimed at its implementation. The method is based on the development of four integrated groups of indicators reflecting the amount of state support funds, social and economic results of activity of small business subjects, their effectiveness and contribution to the socio-economic development of the studied area. The correlation of integral indicators among the represented groups makes it possible to assign ratings of the investigated regions of the Russian Federation. The article may be used by federal and regional government for the development and adjustment in the strategies and programs for the development of this economic sector
