The article discusses the scientific sphere development trends through the prism of modernization and scientific and technological progress. The current state of the regional science is characterized not only by scientometric indicators, but also on the basis of the opinion of the research and educational processes direct participants – researchers (Federal Research Center for the Complex Study of the Arctic) and teachers (Northern (Arctic) Federal University). The aim of the study is a comprehensive description of the system of scientific knowledge production in modern Russia, including its institutional and social dimensions. The functional state of this system is illustrated by the example of social well-being and mood in the scientific community of the Arkhangelsk Oblast. The system approach within the framework of the knowledge theory and dialectics, which is characterized by a holistic consideration, the establishment of the components interaction, is chosen as a basis. The novelty of the research work consists in the analysis of the functioning of professional communities of university and academic science during the reform period, taking into account regional specifics. In the course of the study, it was revealed that the researchers identified the following problems as priority ones: financing of research work, poor provision with modern equipment, low wages and a high degree of bureaucratization of the educational process. Assessing their working conditions, the respondents showed the greatest satisfaction with their relations with colleagues, social guarantees and compliance with labor laws, which coincides with the priority criteria for the attractiveness of work in the organization. Less than half of the respondents are partially satisfied with the recognition of their successes and achievements. Most of the respondents expressed dissatisfaction with their pay level. For the most part, the respondents do not see a clear strategy of state bodies regarding the development of domestic science today. According to the respondents, the main criteria for the attractiveness of work in the realm of science is interesting creative work, psychological atmosphere in the team, comfortable working conditions, and social guarantees. The data of the study may form the basis for the development of a program for the development of research activities in the regional space. The disproportions typical for the Russian Federation in the territorial distribution of scientific and technical potential have their impact on the functioning of regional science and require a balanced state policy based on the results of the analysis of the current situation
