The article considers an important part of life in some regions of Russia including the Vologda Oblast. Their development strategies and the population’s living standards improvement are shown. Currently, the processes of globalization are multi-dimensional in their nature which is manifested in the technological revolution, the world economy transformation, intensification of cross border economic, political, social and cultural relations and the value system changing. The research reveals a number of problems having been unresolved for many years, which negatively affected the population’s life quality. Its level is reducing, which can be seen from the ratings made by the various agencies of Russia. The aim of the research is to analyze socio-economic indicators for revealing the reserves and improve the quality of life in the Vologda Oblast. The socio-economic conditions of subjects of the Russian Federation located on the territory of the Nonblack Soil Zone are described. Their development relevance is confirmed by the resolution of the Federation Council of the Federal Assembly of the Russian Federation, No. 556-SF “On the Address of the Federation Council of the Federal Assembly of the Russian Federation to the Government of the Russian Federation on the Nonblack Soil Zone development, and the revival of flax growing in the Russian Federation” dated 11 December, 2019. It was found that to improve the socio-economic indicators and population’s living conditions in the Nonblack Soil Zone of the Russian Federation in general it is necessary to adopt a comprehensive program of strategic development having identified flax production revival as one of the key areas. The program should include the following sections: development of production and increasing job opportunities, improving transport system and the environment, raising the population’s level of education in accordance with the level of production facilities development, residential complex renovation and others. It is reasonable to raise flax production within the project “Linen breakthrough as the basis for the Nonblack Soil Zone development”, to recreate the linen industry through the infrastructure formation on the basis of modern flax mills (flax agromodules). The appearance of complex purposes flax agromodules will help the recovery of a significant part of the municipal districts in the Nonblack Soil Zone. This will improve socio-economic indicators and population’s living standards of the Nonblack Soil Zone of this country which will have a positive impact on demographic indicators
