The article is devoted to the search for optimal assessment tools for the effectiveness of labor potential realization. The accumulated labor potential of the population is one of the key factors promoting economic growth, innovative development and social well-being of society. The problem of saving resources and increasing the efficiency of the implementation of labor potential is currently caused by a number of ongoing demographic, economic and technological changes. Strengthening the role of the individual in the labor process, changing the forms of work organization, increasing the importance of individual labor qualities and skills in the aggregate determine the effectiveness of the labor potential implementation, and hence the parameters of economic growth. The purpose of the study is to analyze and systematize existing methodological approaches to assess the effectiveness of implementation of the regional labor potential and to identify areas to improve methodological tools, taking into account contemporary challenges and problems. General theoretical methods of analysis and generalization were used. The works of domestic and foreign scientists, and also the normative-legal documents defining the state policy in the social and labor sphere were used as the theoretical base. In the course of the study integral, cost, reserve, sociological and program approaches were highlighted. The novelty of the study lies in the systematization of methodological approaches to assessing the implementation of labor potential in the context of the effectiveness of this process with an expanded presentation of the characteristics, advantages and disadvantages of assessment methods. The results of the research can be useful in the study of fundamental and applied problems in the formation and implementation of the population’s labor potential in terms of territorial economic systems transformation, improving the monitoring of social and labor sphere of the region, the adjustment of regional and sectoral strategies and programs aimed at improving the implementation of the population’s labor potential
