Industrial regions play an important role in the country’s economy, as they are the main centers of production and provide a significant part of GDP. Studying the technological development factors in these regions makes it possible to identify problems and obstacles that can slow down the development of production and limit its competitiveness. The scientific problem lies in the limitations of relevant approaches to the implementation of diagnostics of the technological development factors of regions. The research relevance is associated with the need for adequate scientific assessment (diagnosis) of the technological development level of industrial regions. The aim of the research is to develop a methodology for diagnosing the technological development factors of industrial regions of the Russian Federation. The study extends our methodology of diagnostics of technological development of industrial regions and is a logical continuation of the article “Diagnostics of technological development conditions of Russia’s industrialized regions: Methodological approaches”. To diagnose and assess the technological development factors, we have developed a research methodology for Russia’s industrial regions, which includes: a) combining the technological development factors of industrial regions into three groups: material, labor and investment; working out a system of indicators characterizing the technological development factors of Russia’s industrial regions; b) analyzing the values of statistical indicators characterizing the technological development factors of industrial regions of the RF; c) identifying regions with maximum and minimum values of statistical indicators by technological development factors; d) grouping of industrialized regions into risk zones based on the analysis of scientific literature and diagnostics of technological development factors
