MODERNIZATION OF THE HOUSING AND UTILITIES SECTOR ON THE BASIS OF PARTNERSHIP BETWEEN THE AUTHORITIES AND BUSINESS

The article analyzes the tendencies of housing and utilities services development in the Vologda Oblast for 2005 – 2011. It reveals the main problems of the sector, substantiates the expediency of using the mechanisms of partnership between the authorities and business as an efficient tool for the modernization of communal infrastructure through extra-budgetary funding.
