The article examines the theory and practice of economic reforms in the system of national economy of the USSR in the period of building socialism. The economic base transformation at the stage to transfer from the capitalist production relations to socialist in 1921–1960 helped realize the advantages of socialism over capitalism in this period of the country’s development. The practical work of building a new economic system provided the opportunity to formulate the basic provisions of the political economy of socialism. However, the breakaway from fundamental principles of the socialism political economy in the 1960–1990s led to the restoration of capitalist relations and the degradation of society. The practical experience of building socialism in the USSR showed the possibility of transformation (cloning) of economic systems. The human factor and, especially the manipulation of public consciousness, play a great role in this process
