At present, the development gap between peripheral or depressive territories and leading economic centers can be reduced by creating opportunities for increasing the regions’ own development potential. The policy in the field of science, technology and innovation focused on balanced development of scientific and technological space of the country should be the key element in this plan. In turn, scientific-technological and innovation policy, in the regions as well, should have a system-wide and strategic character, focus on long-term trends not only in the sphere of scientific knowledge, but also in the development of engineering and technology, organization of production process, production and social relations. The paper uses the Vologda Oblast – a constituent entity of the Russian Federation – as an example upon which the authors consider practical efforts aimed to organize a system of state support and stimulation of scientific-technological and innovation activity. The authors propose their own vision of strategic prospects of development of scientific-technological potential of the territory based on the integrated multi-level approach, starting from the earliest stages of education to innovation-active enterprises. The article concludes that the current national and regional strategies for socio-economic development for the period up to 2030 must be based on comprehensive solutions that promote creative activity of the population and effective use of scientific-technological and innovation potential of the territories
