In modern conditions the problem of efficient utilization of production potential is an important part of the long-term economic strategy for the country’s economic development. This is explained by several main reasons: the need to significantly improve the population’s material and cultural standard of living, limited land and labor resources, lack of capital investment allocated to production expansion, etc. The research into the efficiency of using production potential is also of particular importance as it can significantly improve resource management, and hence the efficiency of agricultural production as a whole. From this point of view, the study of theoretical and practical issues of assessing production potential and its efficient use will help justify the priority directions of agriculture development at the next stages, which is extremely important. The article presents the results of analysis and generalization of theoretical foundations of the problem under review, assesses the potential and development of agriculture of constituent entities of the European North of Russia, and identifies the existing problems. The author also studies the potential, role and growing importance of agriculture in the Vologda Oblast in the development of the European North and the Arctic in terms of the possibility to ensure food sovereignty of the macroregion. The identified priority directions in increasing the efficiency of using production potential of territories in the European North of Russia will be further studied in more detail. To achieve this goal, we use research methods such as abstract, logical, and comparative analysis, economic and statistical, generalization and other methods of processing scientific information. The practical significance of the study lies in the fact that its results can be used by federal, regional, and local authorities to develop and justify ways to improve the efficiency of using production potential, rural development programs of the European North of Russia, as well as serve as the basis for further research into this issue
