The article explores a relevant issue of increasing population’s life duration on the basis of reducing preventable mortality, morbidity, and improving public health. Its solution is a priority for the socio-economic development of Russia. The purpose of the study is to develop methodological tools for identifying and assessing the interconnection between available healthcare resources and population’s life duration in Russian regions. The originality of the work is the adaptation of the system of indicators of Russian statistics to the methodology used by the Organization for Economic Cooperation and Development (OECD) to assess the health of the population and the healthcare efficiency. The analysis was based on Rosstat data for 2010 and 2018 according to four indicators that are similar to ones used in the OECD methodology and characterize the functioning of the healthcare system in Russian regions. The scientific novelty of the research is that the authors, on the basis of used approach, proposed methodological tools for determining the index of resource availability in the regional healthcare system with its subsequent approbation in Russian regions. By comparing obtained regional indices of healthcare resource availability and life duration, the division of Russian regions into “typical” and “atypical” followed by the division of the latter into four clusters, depending on the variant of ratio “healthcare resource availability – life duration”, was carried out. In the 2010–2018 period, there was the increase of the number of regions where the policy on healthcare resource availability could be assessed, in general, as efficient. It is concluded that regional differences in the formation of healthcare resource availability require a differentiated approach to the formation and implementation of state policy in this area considering the current dynamics of the demographic component. The results of the study may be useful to federal and regional executive authorities. It could also be interesting to discuss the results in scientific debates and use it in scientific and educational activities
