Ensuring the international competitiveness and national security of the state in modern conditions is impossible without relying on developed scientific and technological complex. Despite the rather high level of scientific and technological development, Russia has been rapidly losing ground in recent years, both to traditional leaders and to China, South Korea and other countries that have been actively developing in recent years. If in the 50–80s of the 20th century, Russian science was in the top three in terms of such indicators as the number of publications, the number of patent applications filed, and R&D costs, now it occupies only 10–30 places. The current situation actualizes the task of preserving and qualitative development of the existing scientific and technological potential of the country as a whole and its individual territories. At the same time, as the research of leading scientists on this issue shows, the most important component of such potential is personnel. It is scientists and researchers who are the key unit that preserves, reproduces and multiplies the accumulated knowledge and experience. The purpose of the article is to work out directions for reducing interregional disparities and providing the research and development sector in the regions with personnel as one of the basic factors of science development. We have presented the results of the study of the essence, economic content and role of human resources in the research and development sector; and have analyzed the current state and trends of the human resources potential of the territories, as well as the level of its interregional differentiation. The practical significance of the work is determined by the fact that the proposed measures for the management and development of the personnel potential of the research and development sector can be taken into account within the framework of the currently implemented scientific, technical and innovation policy of the state. In addition, the materials can be useful for researchers, students and anyone interested in this topic
