The global agenda for sustainable development notes that social, economic and environmental problems require their speedy solution including through broader cooperation between various economic sectors; such cooperation is implemented within the framework of intersectoral social partnership. One of the parties to the partnership is the non-profit sector, which has the role of initiator and coordinator in the study. The article notes that the regional level acts as a central link in the implementation of state policy, where the requirements of a unified state policy emanating from the federal center and specific needs emerging locally are combined. In order for non-profit sector organizations to effectively fulfill the coordinating role of intersectoral social partnership, it is necessary to develop sound proposals for regional and municipal policy regarding organizational and economic instruments for their infrastructural support. This is the purpose of the article. The information base of the research is the works of Russian and foreign scientists on the problems of intersectoral social partnership, regional economy, management and the non-profit sector, reports and documents of authorities, non-profit organizations. We have used universal general scientific methods: analysis, synthesis, comparison and generalization. The novelty of the work is to expand the theory and practice of studying intersectoral social partnership and management in terms of creating conditions for the development of the non-profit sector in the regions and municipalities. We have proposed a comprehensive mechanism to develop the non-profit sector, which consists in building a network of regional resource centers and infrastructure support centers for non-profit sector organizations at the municipal level using a state certification tool. At the same time, the paper identifies the features and problems of functioning of the existing regional resource centers, and determines the advantages of certification. We have concluded that the introduction of sound proposals into the practice of regional and municipal management will ensure the effective functioning of the non-profit sector, enhance the participation of economic entities and population in solving socially significant problems and raise intersectoral social partnership to a higher development level
