The heat supply system in Cheboksary in the Chuvash Republic is in the worst condition relative to the national average by a number of indicators. The problems and the state of the heat supply industry carry threats to its functioning, lead to accidents, heating shutdowns and deterioration of the quality of heat supply services, which determines the relevance of the study of heat supply systems development. The article provides an assessment of the state of the heat supply industry in Cheboksary and Novocheboksarsk in the Chuvash Republic, as well as the practice for implementing investment mechanisms in this area. The article provides a comprehensive analysis of the heat supply industry based on the assessment and comparison of the values and dynamics of individual indicators reflecting the physical condition of heat supply sources and heat supply systems, trends in heat supply, financial condition of district heat supply system in the region, as well as the ratio of these indicators among themselves for the period 2010–2020. We consider the heat supply industry in the region from different aspects, including the construction of a district heating model for the city, which includes three balances: heat production and consumption, fuel and financial balances. The article describes the investment mechanisms used in heat supply in Cheboksary and Novocheboksarsk, as well as an assessment of the consequences of introducing price zones for heat supply. The scientific novelty of the research consists in the evaluation of the implementation of the alt boiler project and the study of the practice of using such projects on the example of the region, as well as in the evaluation of the effects of the introduction of this mechanism, including the financial results of such projects. The analysis has proved that the arrival of a large investor in the Chuvash Republic in the heat generation and infrastructure quite quickly shows positive changes in the state of heat supply systems in the region. The implementation of investment mechanisms in the region acts as the main factor in attracting investors; it allows organizing efficient and stable operation of district heat supply systems, which ensures socio-economic development of the region
