The Spatial Development Strategy of the Russian Federation for the period up to 2025 defines the concept of “urban agglomeration”; 23 large cities are designated as promising centers of economic growth of the constituent entities of the Russian Federation forming urban agglomerations with fewer than 500 thousand inhabitants. At the same time, the focus of Russian science and practice is currently on cities or urban agglomerations in general. At the same time, the concept of “suburban territories” remains relevant for improving management practice and quite difficult to understand with regard to development trends. The purpose of the study is to assess the features and problems of socio-economic development of municipalities located near a large city (using the example of the Northwestern Federal District), identify and typologize the factors promoting their development and, based on this, determine the priorities and tools for the development of such municipalities. Methods of economic and statistical analysis were used to assess trends in the socio-economic development of municipalities adjacent to large cities. The directions of improving the mechanisms and tools for managing the development of municipalities are substantiated using a set of general scientific research methods (analysis, synthesis, generalization, etc.), as well as a review and evaluation of the effectiveness of applied approaches, methods, tools and management technologies. It has been revealed that the proximity of the municipalities under consideration to a large city more often has a positive impact on the processes of their socio-economic development, but at the same time the analyzed municipalities differ significantly in certain parameters, which necessitates the implementation of both similar and differentiated priorities and regulatory tools by the authorities. The results of the conducted research can be used in the activities of public authorities and local governments, as well as serve as a basis for further research on this topic concerning the improvement of the management system at the local level
