The article is devoted to the urgent problem of formation of technological sovereignty of the Russian economy. We propose to consider interregional cooperation in the sphere of joint investment projects in the economic sectors that are strategically important for achieving technological independence in critical and cross-cutting products and technologies that are under the sanctions pressure of Western countries. The subject of the study is the developed methodological toolkit for the formation of interregional interactions on the basis of priority industries. The aim of the work is to establish effective interregional interactions on the basis of territorial growth poles with maximum innovation and investment potential, as well as to reveal the scientific and practical essence of the concept of “technological sovereignty”. The research methodology includes the method of system analysis, generalization, comparison, systematization of analytical data. The main results of the study are as follows: the interregional investment potential is formed; the closest investment ties between the regions are established; the influence of growth poles on the connected regions is determined; the high-tech industries with a comparative advantage in a particular region are identified; potential interregional investment ties in the context of industries are formed. The obtained results of the research can be applied in the practice of state management of investment activity at the national and regional levels to solve the problems of ensuring technological sovereignty in sectors of the economy, as well as in the activities of various investment agencies, funds and institutions for attracting and developing investments. The practical significance of the article lies in the possibility of forming promising interregional investment projects in the sphere of achieving technological sovereignty of the economy
