State of municipal budgets and directions of the effective use of their own revenue sources

The article presents detailed assessment of the state of municipal budgets (in the case of the Vologda Oblast). It reveals the problems, hampering the increase of local self-governing bodies’ capacity to influence the formation of the territories’ investment climate and dealing with social issues.
