Development of young specialists’ communicative competence is of particular importance today. Therefore, the discussed issue, concerning the growing rhetorical competence acquirement in the communication process, is quite relevant. The article considers theoretical approaches to the definition of such concepts as “competence”, “communicant” and “public speeches”. It outlines the structure of communicative competence and reveals that the modern approach to scientific personnel training is aimed at the development of their competences. The conclusion is that public speeches play a significant role in the formation of rhetorical competencies. The Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences teaches young scientists, using active learning methods, directed to their rhetorical competence development. This training corresponds to modern requirements of the new education standard. The article describes the study modes, applied and implemented at the Institute. It considers the algorithm of carrying out scientific seminars-discussions, presents the basic dynamic indicators performance and indicates their prospects. The article concludes that the Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences has formed the productive system of work with young scientists, aimed to develop rhetorical competence
