The introduction of innovations and the use of modern technologies are necessary conditions for the Russian economy transition to an innovative development way. However, the current socio-economic situation indicates a slow pace of innovative and technological development of the country. The lack of funding for research and development is one of the reasons for low innovation activity. R&D expenditure is considered an important indicator of country’s scientific and technological development. By a share of research and development costs, Russia is by 2–3 times behind developed countries, such as Japan, Germany and France. Hence, it is important to provide science with financial assistance by means of creating funds to support scientific, scientific-technological and innovative activities. In this regard, the aim of the study is to develop proposals for the formation of organizational and legal conditions to stimulate R&D at the regional level. Scientific novelty lies in the development of practical tools to support research and development. The article considers the regional experience of the science and innovation support funds. The analysis shows that there are 15 such structures on the territory of Russia, with most of them being concentrated in the Northwestern and Volga Federal districts. The paper concludes that there is a relationship between the availability of a fund and the level of R&D costs. It proves the necessity to create funds at the regional level. The calculations carried out on the materials of all RF subjects indicate a possible increase in the volume of research and development costs due to the deductions from industrial enterprises’ revenue. The proposed tools for the formation and replenishment of funds should contribute to the creation of favorable conditions for R&D, as well as to the solution of important regional problems. The practical significance of the work is associated with the possibility of using the study results by researchers, graduate students, as well as all those interested in the problems of innovative development of regional economy and industries and their solutions
