Small business plays an important role in the economic life of Russian society. As evidenced by statistical data, Russia currently is experiencing a steady growth of small businesses, while the constantly fluctuating dynamics of turnover growth of small businesses indicates significant instability in this sector of the economy, primarily due to external negative factors. The role of the state is not just to neutralize the effect of negative factors, but also to create factors that would have a beneficial effect on small businesses. Consequently, developing the ways to improve the territories’ administrative climate as one of the basic factors of small business development is a relevant task. The article discusses and systematizes the theoretical aspects of the administrative and business climate, and introduces the category of “administrative business climate”. The analysis of the current level of the administrative business climate and its impact on small businesses is carried out, namely, expert assessments, including those of rating agencies, as well as statistical data, are studied. The article presents the results of a sociological survey of small enterprises managers in the Vologda Oblast regarding the state of the administrative business climate in the region. The authors have analyzed the main results of the national project “Small and medium-sized businesses and support for individual entrepreneurship”, the basic element of which is the administrative business climate. Suggestions for improving the national project are given. In the course of the study, the authors formulated their recommendations to improve the administrative business climate, firstly, aimed at regulating the bureaucratic system, and secondly, at creating economic conditions. The practical significance of the work is related to the possibility of implementing the proposed measures within the existing and currently used tools
